HSEG, a unique and independent group, comprises over 40 distinguished senior leaders with extensive experience in various sectors of the homeland security enterprise – defense, law enforcement, intelligence, Congress, industry, and academia.

Originally established as the Aspen Institute Homeland Security Group in 2009 and later affiliated with MITRE from 2019 to 2023, HSEG has played a pivotal role as a trusted advisor to senior government leaders and a crucial platform for key stakeholders and influencers. Notably, HSEG members were instrumental in the creation of the Aspen Security Forum. Our flagship event, the Homeland Security Enterprise Forum, serves as a unifying platform for leaders from the public and private sectors across the nation and the homeland security field. In an era of heightened political polarization, HSEG and its members have consistently advocated for open dialogue and pragmatic approaches to America's most complex national and homeland security issues.

HSEG is actively seeking long-term partners to join us as the leading voices and conveners of choice for critical discussions on national security issues that implicate the U.S. homeland. Your potential contribution to these discussions is highly valued and could significantly impact our collective understanding and response to these challenges.

As we approach the 21st anniversary of the creation of the Department of Homeland Security in 2024, it's crucial to recognize the evolving nature of the challenges it was initially designed to address after 9/11. Threats to the U.S. still emanate from nation-states and non-state actors, and addressing both necessitates an increasingly comprehensive approach. The homeland security enterprise is now more vital than ever as many threats facing our nation have a strong nexus in the U.S. homeland.

While border security, counterterrorism, and combating transnational crime remain among the core competencies and missions, the intense competition with nation-states increasingly jeopardizes our sovereignty and domestic tranquility. Due to traditional norms and constitutional limitations, the homeland security enterprise is the sole security construct capable of addressing these challenges comprehensively.

Whether it's cybersecurity challenges, social media disinformation operations, the adaptation of emerging technologies, or protection of the very lifelines and critical functions of our nation, the federal government alone cannot tackle these issues and must act in partnership with the private sector, state and local governments, and other non-traditional national security institutions both at home and abroad. America’s homeland security enterprise is designed to lead that partnership and must be increasingly relied on as we confront our nation’s most significant challenges. The importance of homeland security has never been more pronounced!

  • Tech development and employment begin at home and within the domestic national security enterprise
  • Strategies and Solutions must take Constitutionally protected rights and societal norms into account
  • Trusted tech networks are crucial to enduring security partnerships across the U.S. domestic and global security spectrum

  • Objective 1: Host two sounding board engagements with DHS senior leadership in CY24
    • Success: Two sessions with DHS component leadership or above (TSA, CBP, Secretary, Deputy Secretary, etc.)
    • Outcome: HSEG Members offer their insights into challenges facing the homeland security enterprise
  • Objective 2: Host the 4th annual Homeland Security Enterprise Forum in September or Q4 2024
    • Success: HSEF24 welcomes thought leaders from across the homeland security enterprise
    • Outcome: HSEF24 report with recommendations highlighted during the forum
  • Objective 3: HSEG Committees host 2 roundtables each
    • Success: Each roundtable builds on a specific topic
    • Outcome: Committees form specific and actionable recommendations to be presented at HSEF24
  • Objective 4: Establish the HSEG Business Council in CY24
    • Success: Three businesses join the HSEG Business Council at Enterprise level or above
    • Outcome: Align each Business Council member with an HSEG committee

  • $250K annual operating budget commitment for 3 years
  • Funding will support:
    • Web design/ hosting, etc.
    • Email hosting
    • Business operations
    • Bookkeeping/Accounting
    • Legal
    • Insurance
    • Marketing/Branding/ Design (open to the possibility of rebranding both Group & Forum)
    • Media Outreach/Publicity/Social Media management
    • Publication design, editing, distribution


Our inaugural council tiers offer a variety of benefits to member organizations, connecting your company with policymakers and influencers across the homeland security enterprise to address challenging issues and explore opportunities facing our domestic national security. 

CoChairs’ and Enterprise Council Members will work with HSEG’s Committees to shape up to three roundtables throughout the calendar year. Roundtables are hosted under not-for-attribution rules and dive deeply into a specific issue, building towards recommendations offered at our annual Homeland Security Enterprise Forum. HSEG may publish interim reports based on the outcomes of the roundtables and will include the recommendations in the annual Forum report. 

CoChairs’ Council Members further the conversation through a programming track at the Forum, which includes breakout session and a main-stage public session with your representative speaking on or moderating the panel. 

CoChairs’ Council Members are offered full HSEG membership privileges, including full participation in our semi-annual sounding board engagements with senior Homeland Security government officials. All other Council Members are afforded the opportunity to attend and observe these sessions.

HSEG Ask an Expert is a new monthly call with HSEG members to discuss current events and happenings in the Homeland Security Enterprise. Each call will focus on a specific topic with HSEG members weighing in with their views and insights. Council Members of all levels are free to participate. These not for attribution sessions, are designed for participants to gain further insight into the subject at hand.

The highest level, CoChairs’ Council Members can participate in and influence HSEG’s highest-profile events.

  • Nominating and Voting rights for HSEG membership invitations

Enterprise Members can shape a roundtable series and observe HSEG’s highest-level events. 

Enterprise Council Member’s designated representative to receive:

  • Profiles on the website
  • Observer of all top tier engagements
  • Nominating rights for HSEG membership invitations
  • Participation in monthly HSEG Ask an Expert calls

Enterprise Council Members work with a designated HSEG committee to shape:

  • Series of roundtable discussions
  • Programming track at the annual HSEF

Executives Council Members can observe all HSEG events. 

Executive Council Member’s designated representative to receive:
